Across law firms in Singapore, 2025 was a year of deliberate restraint. Hiring committees wanted proof of utilisation before approving headcount, and deal pipelines were thinner than anticipated at the start of the year. Work continued, but in concentrated pockets. M&A held its ground. Energy and Infrastructure benefited from Singapore’s sustainability push. Dispute resolution stayed active, anchored by SIAC’s continued prominence as a cross-border arbitration venue. 

Q1 2026 has felt like a different market entirely. Law firms are hiring on a growth basis again, not just driven by replacement. The range of active mandates is the broadest we have seen in over two years. At the same time, attracting talent is no longer the challenge. Retention is. Workload, culture and mentorship gaps continue to shape decisions, particularly at the junior end of the market.

The private practice legal market in Singapore has undergone significant transformation over the past 12 months. In 2024, international law firms could be classified into a ‘tripartite market’ based on their Asia-Pacific strategies, with Singapore at the core of any regional growth plan.

While 2025 may not bring a return to the frenetic pace of post-pandemic recovery, international law firms are going through the year with clarity. Growth will be targeted, strategic, and increasingly influenced by broader market forces.
